Pallisa District is situated to the east of Kampala approximately 3 hours by car from the capital. Roads within Pallisa District can be
difficult however, this is where the real Uganda exists. Pallisa grows rice as its main crop in its many wet lands. Chris Wilkinson first
visited Pallisa with National Programme and Training Commissioner Tom Maxwell Ngobi in 1998. A friendship with the District
Executive Commissioner brought a surprise letter from the Bulandira Disables Association asking for help in establishing a Group for
disabled Scouts at the school. Uganda has many disabled young people as a result of wars and disease. Care in the past has been
neglectful but under the present government in Uganda a more caring approach is being taken.
Janette Mitchell from Doncaster will be leading unit of 8 including Leaders from Berkshire in a bid to establish friendship with local
Scouts and specifically to pass on Scout skills to the disabled Scouts and probably also to their Leaders.
Janette has already received a modest request for materials for the children. The school wants bicycles, a camera, uniforms, tarpaulin
for tents, a typewriter, video recorder and smaller items such as a first aid kit, whistles and many other scouting materials.
